Compose your letter

You can use Send Letters Online to print and post a letter to a private parking company when it accepts postal correspondence for your matter. Use the address and reference on the notice or the operator's verified appeal instructions, not a guessed head-office address.

A private Parking Charge Notice is different from a council Penalty Charge Notice, even though both may be called a PCN. The issuer, stage and jurisdiction determine the correct process. We post your documents; we do not lodge an online appeal, assess your legal position or guarantee cancellation.

Letters for the right stage of your parking matter

An operator appeal

Your reasons and relevant evidence, sent to the operator's appeal address when it accepts written appeals.

A service complaint

A factual account of a problem and the response you are seeking, using the designated complaints route.

A reply to correspondence

A response to a request or letter, with the notice number and other identifying details required by the recipient.

How to prepare a letter to a parking company

  1. Identify the notice and issuer

Check whether it is a private Parking Charge Notice, a council Penalty Charge Notice or another type. Do not choose a process from the PCN abbreviation alone.

  2. Check the address, route and deadline

Use the latest notice or verified operator instructions. Confirm that post is accepted for this stage and allow time for arrival. Use a required online route instead when appropriate.

  3. Prepare a factual letter and copies

Include the notice number and requested identifiers, explain what you are asking for and label relevant evidence. Check that everything is readable in print.

  4. Review and retain your records

Check the address and document preview before paying. Keep the letter, attachments, order reference and any available posting or tracking record.

Private parking charge or council penalty?

Private parking companies issue Parking Charge Notices under their own parking terms. Councils and some public authorities issue Penalty Charge Notices through a different process. GOV.UK sets out separate routes for council penalties, private tickets and fixed penalty notices.

Check the full name of the issuer and notice, not just the letters PCN. Parking rules and challenge routes also differ in Scotland and Northern Ireland. This page does not replace instructions on your own notice.

Where should a private parking appeal letter go?

Check the operator's instructions for the stage you are at. The appeal address, complaints address and registered office may be different. Confirm postal acceptance and whether the deadline is based on receipt, and retain a copy of the instructions you followed.

GOV.UK says to contact the private ticket issuer about challenging the charge. If rejected, its guidance identifies POPLA for operators belonging to the British Parking Association and IAS for operators belonging to the International Parking Community. Follow the rejection letter and relevant service's current rules; do not send a second-stage appeal to the first-stage address.

What to put in your letter and evidence pack

Keep the request specific and factual. Include the details required by the notice or recipient, and check your letter does not accidentally omit the identifying reference.

  • The parking charge or notice reference number.
  • Vehicle registration, relevant date and location where required.
  • Your name, contact or reply address and the action you are requesting.
  • Your factual reasons and clearly labelled relevant evidence.
  • Readable copies of relevant receipts, correspondence or photographs, where accepted.

Posting records are not an appeal decision

Keep the previewed document, supporting pages and address you used. For a service that includes tracking, retain the tracking reference when available. A delivery event does not establish that an appeal was valid, timely or successful.

Eligible account orders show our branded confirmation of posting after physical posting has been verified. It is a Send Letters Online record, not a postal operator-issued certificate, proof of legal service or a decision by the operator. Do not treat an order confirmation, payment receipt or posting date as extending a deadline.

Frequently asked questions

Can I post an appeal to a private parking company?

Only where the operator accepts post for that stage. Check its instructions, address, required reference and deadline before ordering. We print and post your letter but do not submit an online appeal.

Are a Parking Charge Notice and a Penalty Charge Notice the same?

No. Private parking charges and council or public-authority penalties follow different processes, despite both sometimes being abbreviated PCN. Identify the issuer and follow the correct notice instructions.

Should I send a complaint instead of an appeal?

Do not assume they are interchangeable. A complaint may concern service or conduct, while a challenge to a charge may require a separate appeal process. Follow the issuer's instructions and seek advice if unsure.

Can you print evidence with my letter?

Yes, where printed copies are accepted. Upload readable documents and check the preview and page order. We cannot enclose original receipts or other original physical items.

Will ordering a letter stop the charge increasing?

No. Ordering, paying for or posting a letter does not automatically suspend a payment or appeal deadline. Check the notice and the recipient's current rules.

Does Signed For or tracking guarantee a successful appeal?

No. Postal information does not establish the merits of an appeal, satisfy every procedural requirement or guarantee cancellation. The operator or appeals service decides the outcome.
