Use this template when you have received a Penalty Charge Notice (PCN) from a council or local authority, or a Parking Charge Notice from a private parking operator, and you believe it was issued unfairly or incorrectly. Submit your appeal within the discount period if possible.
Does appealing a parking fine stop it doubling in price?
Appealing before the deadline usually pauses enforcement, but you may lose the early-payment discount if the appeal is rejected. Never simply ignore a notice while you decide whether to appeal.
What if my council or parking operator rejects my appeal?
Council PCNs can be appealed to the independent Traffic Penalty Tribunal (or London Tribunals in London). Private Parking Charge Notices can go to POPLA or the Independent Appeals Service, depending on which trade body the operator belongs to.
